PENNSYLVANIA DEPLOYMENT

From network concept to operating platform.

A phased plan to connect institutional relationships, distributed infrastructure, optical services and future satellite reach under one accountable management team.

STRATEGY

Build through partnerships.
Manage through controls.

Network platform

Develop and operate Pennsylvania-focused optical infrastructure designed to interoperate with Laser Light technologies and services, subject to final partnership agreements.

Institutional relationships

Pursue connections with universities, healthcare systems—including potential relationships in the Einstein network—and other high-data-demand institutions. No relationship is represented as final until documented.

Distributed capacity

Deploy smaller, connected infrastructure closer to users and data sources, reducing sole reliance on centralized hyperscale campuses.

Execution management

Keystone’s central function is to oversee scope, schedule, budget, procurement, risk and reporting across the full program.
