01 / THE PROBLEM

Data demand is growing.
Centralization is the constraint.

Traditional data-center models concentrate compute, power and network risk in a limited number of large facilities. Pennsylvania’s universities, hospitals, enterprises and communities need capacity closer to where data is created and used.

Keystone’s model distributes critical infrastructure across a managed optical network—designed to improve reach, resilience and the path to scale.

02 / OUR ROLE

One management team.
A connected execution platform.

01

Strategic Partnerships

Build technology and operating relationships with Laser Light and aligned companies, institutional partners, carriers and infrastructure providers.

02

Program Controls

Direct scope, schedule, budget, procurement, reporting and risk controls across a multi-site Pennsylvania deployment.

03

Network Expansion

Connect distributed edge capacity with software-defined optical services and a long-term path toward satellite-enabled reach.

03 / CAPITAL PLAN

A plan built to deploy.

Keystone intends to raise up to $75 million to finance a Pennsylvania-focused deployment. The current working plan allocates approximately $72.14 million across network equipment, fiber and laterals, distributed infrastructure, software and operating readiness.
